• In 2023-2025 worked as Director of the Corporate Governance Department of the Ministry of Culture and Information of the Republic of Kazakhstan, supervising the activities of 71 subordinate organizations.
• In 2009-2023 held senior positions in the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan, including the position of Director of the Asset Management Department.
• In 2008-2009 headed the legal block of a large holding JSC Build Investment Group.

He began his professional career in 2001 at the Ministry of Finance of the Republic of Kazakhstan, where he successively held the positions of chief specialist-lawyer of the Financial Control Committee, leading specialist of the Department of Legal Service, and also served as chief specialist of the legal expertise department. Formed a stable expert base in the field of financial law and state control.

From 2002 to 2004, he worked in the Presidential Administration of the Republic of Kazakhstan - at the Center for System Research of the Office of Economic Policy, having gone from an expert to a senior expert. He participated in analytical support of strategic decisions at the highest state level.

In subsequent years, he held leading positions in the field of competition policy and regulatory activities: he headed the Competition Protection Committee of the Ministry of Industry and Trade, worked as Deputy Chairman of the Board of Science Foundation JSC, as well as Deputy Chairman of the Agency of the Republic of Kazakhstan for the Protection of Competition (Antimonopoly Agency).

From 2010 to 2014, he served in the Presidential Administration of the Republic of Kazakhstan, where he held the positions of state inspector and deputy head of the Department of State Control and Organizational and Territorial Work.

In 2014-2016, he successively held the position of Executive Secretary of the Agency of the Republic of Kazakhstan for the Protection of Consumer Rights, Advisor to the First Deputy Chairman of the Nur Otan Party, as well as the head of the Central Office of the Nir Otan Party.

From 2016 to 2021 - Executive Secretary of the Ministry of Information and Communications/Ministry of Information and Social Development of the Republic of Kazakhstan. He began his professional career in 2016 at the Ust-Kamenogorsk Titanium Magnesium Plant, where he went from engineering and managerial positions to performing the functions of the head of logistics. He was responsible for organizing procurement, supply and supply control for the production of one of the largest metallurgical enterprises in the country.

Since 2019, he worked in national analytical and reform institutes. In the information and digital block of public administration, he held the position of First Deputy Director of the RSE "Information and Computing Center" of the Bureau of National Statistics, where he provided operational management of key technical and infrastructure areas, including data management, digital services and critical IT systems.

Subsequently, in the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, he oversaw the activities of the Department of Institutional Development, leading the main reform areas, interdepartmental coordination and support of state-level projects.

Over the years of his career, Sadvakasov Arkhat Bakhtbekovich worked in local executive bodies in the field of tourism and sports development, economics and budget planning, central state bodies, incl. held leadership positions in the fields of culture, information, informatization and communications, public development, as well as in the quasi-public sector (Qazteleradio JSC. Eurasia+ORT LLP).
